His essential quality reached out, like the vast autumn seas.
Some said,“We see Luo Yang as above all else!”
Others said,“We simply cannot find any faults with Luo Yang whatsoever.”
I could not help but to be surprised,“Is it really so that in this world there are people‘above all else'?Is it really so that we‘cannot find any faults'in this man?”
After his death, there was an endless stream of people leaving condolences at Luo Yang's house. Walking into his basic and unrefined apartment was like walking into a faded old picture.The decorations were aging, as was the furniture.The bulbs had gone on three of the six lamps in the living room.Many people could not help but to ask Xiao Ren, Luo Yang's secretary,“Does Luo Yang have another apartment?”When Xiao Ren replied,“This has been Luo Yang's place for the past dozen or so years, and he has no others.”all present could not help but to lament,“How could the Chief of a large state-owned enterprise live in a place like this!Why has he not at least redecorated?”
Luo Yang moved to the apartment when he was still working at Shenyang Aircraft Design Institute over a decade ago. It was an ordinary single apartment in an ordinary suburb.After being transferred, Shenyang Aircraft Corporation considered that his travel time to work would be too long and an inconvenience, and three times looked into moving his residence.He refused each time, saying,“Isn't an apartment just to live in?We are a small family, and the apartment is fine for living.There is no need to consider my living arrangements.”
His wife Wang Xili asked Luo Yang many times,“If we do not take a new apartment, shouldn't we at least redecorate a little?”
“We can, but should wait for the right opportunity. Let's wait until I have some time.”This was Luo Yang's standard response, and inevitably the apartment did not change, and his wife never found the opportunity to renovate.
Some move frequently, into bigger and bigger apartments, with better and better locations, and are never satisfied. But Luo Yang was not of this mindset.He saw an apartment as a simple necessity;his work was much more important to him.
The apartment windows were warped, and during winter the wind would blow right into the rooms. Under normal circumstances, one with his position would simply ask their secretary to find people to repair it, however Luo Yang himself went to the shop, bought some duct tape and taped the windows shut himself.He did not want to trouble the Corporation or his colleagues.It was no wonder that his wife said that“His mind is filled with his unit and his work, but not in the least bit with himself.”.
Retired Zhang Huimin was one of Luo Yang's old colleagues, appointed as Director General of Institute 601 when Luo Yang was Organizational Officer. Working together in those years, Zhang Huimin recalls vividly Luo Yang's'life.
“Luo Yang had worked in Institute 601 for many years, and would almost never come in with negative news. He took the position of Party Committee Secretary at age 37,so people began to speculate on his background, however later determining that he simply had the outstanding ability to work solidly.Everyone gave up their speculations, for Luo Yang had no background, nor any backers high up, his was of a simple military family and his father the teacher at a military academy.He relied completely on his own ability to achieve what he did.
He had such a strong affinity, and everyone was extremely at ease when he was around. He lead a simple life.If I was to close my eyes right now, I could see the image of him during the winter.He always wore a leather jacket and earmuffs as he rode his bicycle, regardless of the cold.He would always arrive to the office talking and laughing, During spring he would wear a black cotton jacket, that was worn almost to the point of no repair, along with a woollen sweater.In summer, he would just wear a common T-shirt.”
“I remember that in 1998,the Institute gave some of its employees housing, including Luo Yang. At that time there were no moving companies, so colleagues from a few of the departments helped out with the move.Taking the furniture from the car, everybody had a good laugh, for his things were certainly‘vintage'.From the ancient sofa and chairs to the old bent and distorted bookcases and some old desk chairs that were peeling paint.He had no interest in these things, only paying attention to books, which were essential to him.He was simply too busy, and although his mother asked him to do something for her, he would always say to wait a little while.Or he asked her to write him a to-do-list and he would do them all once he had the time.'”
Zhang Huimin continued,“You got along with him, and never did it feel that because he was a leader you would have to obey his commands or look up to him. To you he was a colleague, a friend, a family member.Now he has become a hero, but to me that gives me an even stronger understanding that he is a man of genuine feelings.”
Xiao Wang was Luo Yang's driver for 10 years. In his mind, Luo Yang was both the Corporation Chief, and also his eldest brother.
He told me,“I have driven for Chief Luo for 10 years. It has been at once a most demanding 10 years, but also the happiest time for me.He never put on an air of superiority, and never treated me as his driver, instead more like a little brother to him.Being with him for 10 years, he has never said anything negative, even if I were to pick him up late he would chuckle with a smile saying‘no problem'.Sometimes he would call me to ask where I was, and if I said, I am getting some petrol.”,he would say,“Don't rush, I will do some exercises in front of the office building while waiting for you.”
“Aside from a day's break before Chinese New Year's eve, all of his time was spent on work,365 days of the year. He would always arrive to work half an hour earlier than others.Returning from business trips, he would sometimes arrive back to his home in the middle of the night.I would say that I could pick him up later the following morning, but he would always be waiting for me at the normal time by his apartment block.According to him, overtime work was normal, and returning home at any time from 9pm to 2am was regular.”
During holidays he was practically always in his office reading, looking through materials and considering problems. He would request that I do not tell anybody, as he wished to be by himself, quietly doing his work.This had become a habit for him.Perhaps he considered his work as a kind of pleasure, and his mind was not on his family, but always on his work.
As for his living requirements, Luo Yang was very easy to manage. For lunch, he would usually ask me to buy a boxed lunch, usually for eight to ten RMB.He would splash out sometimes and buy a fast food bowl of Yoshinoya.Going to the city for a conference, when it was time to eat I would ask him what he would like to eat, and ten times out of ten he would reply“Noodles!”Sometimes it was noodles with sauce, other times just plain or Korean cold noodles.Sometimes I would take him to a small noodle shop, and he wouldn't even have the time to sit down, making me feel embarrassed.Working late into the night, he would tell me he was feeling hungry, and ask me to pull the car to the side of the road, to pick up a Chinese hamburger or a steamed cold noodle mix and head home to eat it.
Shenyang Aircraft Corporation's Chief Engineer Yuan Li said,“I lived in the same apartment block as Luo Yang's family, and we decorated our apartments with the same style and practically even used more or less the same material. From 1998 until now it has been almost 14 years, and our apartments are still the same.People have told us many times to update and redecorate, but we never had the time.Luo Yang was a very‘scrupulous'person also, and never kept anything to his detriment.I can say with my authority that in all of these years, I never saw gifts of any kind being dropped off at his house either.”
Living below him in his apartment block, I would hear his door shut with a bang in the morning, and know that he would be hurrying off to work, and it was about time to go. Sometimes I would have had a drink the night before and think it not wise to drive, I would call out the next morning,“Wait for me, we can go together!”“Ahh, who would think there could be such a good leader?Who would have known!”
His“scrupulous honesty”could be reflected even in the smallest of things. According to convention, as Shenyang Aircraft Corporation's Chairman and General Manager, Luo Yang was due to move into a larger office.He said to the Corporation,“No need to move, the current location of my office is very good.Moving won't change anything, it will only increase costs.”
Luo Yang would usually leave a pile of single side printed waste paper on his desk, and not allow his secretary to throw it away. All of the document and materials he prepared for his own use would be printed on the other side of the paper.On several occasions, when his secretary would swap the paper for fresh pages he would say,“We needn't change this.It is a habit I have cultivated since studying as a young boy.The existing papers will do;one side can still be used.”
Luo Yang was a very innocent person, just like a pure minded young student. Small vignettes of this still flow through the industry these days:One year, the China Aviation Industry Group convened a“Senior Professional Titles Review Committee”in Hainan, and Luo Yang was appointed as one of the members.Before the meeting finished, a group photo was to be taken, and the organizers informed the attendees of the photo to dress in business attire.As Hainan has hot weather, many of the people were instead wearing casual attire.Sitting in rows, it was suddenly noticed that Luo Yang was the only one wearing formal attire.Luo Yang thought he must have heard incorrectly, and asked the staff,“I remember hearing that the requirement for the group photo was business attire, did I hear incorrectly?If it is agreed that we should wear casual attire, I will head back and change.”Everybody was quite moved, saying,“It is evident from such a minor point that Luo Yang is willing to comprehensively act according to the authorities with the most diligence.We must learn from him.”
As the first in command of Shenyang Aircraft Corporation's work to construct the Party style and strive for a clean government, Luo Yang understood that this work required close contact with the Corporation's reality. In this way, responsibility could be implemented down to every Cadre Leader and into the duties of every Party Member, and also into every working process and every working environment as a real style and not just a surface slogan.He implemented this closely integrated method as the“Four Modernizations”(rigour, refinement, alignment and standardization).During his 5 years as Shenyang Aircraft Corporation Chairman and General Manager, his establishing of the Party style of active prevention, systemic security and strict enforcement implementations prevented all of its leaders from coming across any relatively major problems.
As the Chief of a large military enterprise, Luo Yang had a large right. Every year, Shenyang Aircraft Corporation would undertake huge investment opportunities, and a large number of outsourcing projects, and Luo Yang would never invite personal participation.He never used his authority for private gains with family members or close friends of his.Luo Yang said that he was most embarrassed when receiving gifts from others.Some would come from his friends, in the form of cigarettes or tea, and when he simply could not refuse he would take the gifts to the colleagues in his office, saying,“These cigarettes and tea are gifts given by my friend, but they don't quite suit me, as I do not smoke, nor do I drink much tea.As your job is exhaustive, and requires a lot of overtime and late nights writing, please take them to use!”The colleagues in his officer were touched, saying of Luo Yang behind closed doors,“Our Chief Luo knows us best!”
After the last aircraft was finished, Luo Yang would invite the members of his offices and their wives out to a dinner banquet every year before the Spring Festival. 26 people would sit around one large table, gathered together like a big family.Luo Yang would first account to all of the families the successes and challenges of the previous year, and thank them for their support of the Corporation, saying in earnest,“The successes are shared half between us and half between you.”Luo Yang would then tell each office member and their wife the important job they had fulfilled that year, with emphasis on the departments highlights, and then one after another raise a cup to toast with that family.
During the 2010 banquet, several of the Deputies were in tears. The first was the Deputy General Manager responsible for Safety, due to the incident that had occurred that year.The Deputy General Manager responsible for Production, Miao Yuhua broke out next, as his objective that year was so difficult, and he committed his entire efforts.He had joined the team later than others, and previously had never dealt with such extreme pressure.Luo Yang patted him on the shoulder like a brother, saying,“Miao, I know you are tired, but we must all hold on.That the aviation industry serves the nation is more than just an honour, it is also a responsibility.”He then said emotionally to all,“During the past year, I have been especially moved and must thank you all for your duty and dedication.Within this team, I have only discovered unity, responsibility and diligence.That accidents indicate that our management does not exist at the required level, and we must overcome and amend this.As for the responsibility, as the first person in charge of the enterprise, I should bear the main responsibility……”
Luo Yang was described by others as a low-profile and candid character that worked diligently, and had outstanding ability. Whether it was his previous work as a technologist, or later as he entered into leadership positions, Luo Yang immediately left the impression of hard work and quiet dedication without arrogance.He was extremely strict on himself, and whenever summing up his work to others or giving a career evaluation, he would always speak of his own deficiencies and inadequacies, with harsh, rigorous and detailed self assessment.
Luo Yang moved up quickly, and was already at the top of the bureau level before the age of 40. Every time a photo was taken after conferences organized by the higher authorities, he was always found at the back, always in the last row, never wanted to steal the show.After his death, the colleagues in his office looked through a lot of material, but unable to find any recent“decent”photographs of him.Most of them were taken in his work unit, or busy by a production line.Even his funeral portrait was taken from an original picture of him participating in work activity.
Serving as the first in command of the enterprise for more than 20 years, Luo Yang never showed a commitment to fanfare or pomp. His Office would always refuse any costs planned for publicity, as Luo Yang himself had never approved for the use of publicity.He would say to those around him,“A task is a task, why should it go onto the television, or turn into publicity?If we need to spread the message, you can just have them promote a message surrounding our enterprise and our collective work.”
Once, when he was away on business, a top level request was to name him in an honourary title for a report, and the Organizational Department directly submitted his materials. Afterwards on hearing this, the normally placid Luo Yang burst out in anger,“We have worked together, and put our energy towards this, so why simply honour and award the top level leader?I'll say again, we have so many Deputy Chief's, and so many front line workers, all of which are better than I.”
During my discussion with Zhao Bo, Head of the Aerodynamics Academy, he summed up perfectly the experiences of Luo Yang's life. He said,“I have carefully reviewed Luo Yang's short yet heroic life.In total he has gone through four main trials.Firstly, the trial of ideals and beliefs, secondly the trial of his ability and mind, thirdly the trial of his determination and integrity and fourthly, trials around his vision and boundaries.During the 80's and 90's, military enterprises were not prosperous, and Luo Yang had to confront his first trial, whether or not he could stay behind, be patient, endure poverty and hold onto his ideals and beliefs.The second trial came after his appointment to a leader within the enterprise, whether or not he could effectively lead the enterprise.From his position of Party Committee Secretary of Institute 601,to that of Party Committee Secretary of Shenyang Aircraft Corporation and then to the position of Chairman and General Manager, this proves that he was cut for the job ofileadership.Especially during the last few years of his life, when a number of models were simultaneously to be completed, under his position as the Chief Field Commander, he led with much talent.Many of the new aircraft models were developed by his hand.The several years that he was General Manager of Shenyang Aircraft Corporation were considered the best years of the corporation.The third trial is one of integrity and personal character.The authority held at the top of an enterprise is extremely large, and allows for the authority to choose the projects and employees.Thus, if one is to take 10,000 RMB, or 100,000 RMB in front of your desk, you must have integrity and character, and be able to withstand such temptations, just as Luo Yang did.The fourth trial test is whether the leader of an enterprise has vision and limits, as the enterprise will ultimately progress depending on the leader's vision.Luo Yang's achievements were well qualified for this, as he continued to look for shortcomings, constantly striving for excellence.”
At work, Luo Yang was the leader, the Chief. At home, Luo Yang was the son, the husband and the father, and despite putting all of his heart into his work, his family still played a very important part in his life.
Luo Yang was a very dutiful son.
His mother, Wu Chuanying lived at the General Logistics Department's Shenyang Cadre's Sanatorium with the other retired cadres. After his father's death seven years ago Luo Yang's mother alone became his greatest care, and since then Luo Yang would always detour to visit his mother when he had a little bit of time.
After dinner, Madam Wu Chuanying would always take a walk through the yard with her elder friends, and on seeing Luo Yang coming through the Rest House, her friends would call out,“Wu Chuanying, your son has come to see you!”Luo Yang would greet them, then take his mother's hand and, still walking through the yard he would speak kindly to the elderly folk. Hearing his words, people around would invariably feel a little envy as they said,“The Luo family has brought up a good son!”
Once, Luo Yang and his mother were chatting together in her room, whilst Luo Yang's driver Wang was in the living room watching television. All of a sudden, he noticed that no noise was coming from the room, it had fallen dead silent.Wang turned to look, and before his eyes he saw a touching scene;as Luo Yang and his mother had been chatting away, he had grown tired, and had eventually fallen asleep whilst leaning on the quilt, the old madam still sitting on her bed and holding onto her son's hand, silently watching as he slept.
With every farewell, Luo Yang would gaze up to the fifth floor where his mother was;and with every farewell his mother would lean out of the window and slowly wave down to his son.
“Turning back to gaze, waving a farewell”was an image that often moved the elder cadres in the Cadre's Sanatorium.
Every time Luo Yang returned from a business trip, however busy he was he would always stop by to see his mother, even if for only a few minutes before he could relax. On this rare occasion, eight days before his death, Luo Yang came back to Shenyang from attending an airshow in Zhuhai, and simply had no time to call on his mother, instead having to go straight to the J-15 test site.This rare occasion never happened before, and was his last opportunity to see her.
Luo Yang felt a deep sense of regret towards his family, and although he was so busy that he could not look after them properly, or nurture them, he had a deep love for his family members.
On one occasion, Luo Yang led a delegation to Canada for an inspection, and as the daily activities were extremely busy, Luo Yang said to the group as they arrived to the airport,“I must apologize, this business trip has been only work, and we haven't even had the time to arrange one shopping trip. There is now still some time before we need check-in.Let's go shopping.”
On entering the airport shopping centre, Luo Yang walked straight up to a shop selling pillows and, saying that his wife had bad cervical vertebra, he bought three pillows with different functions and carried them all the way back to Shenyang for her.
Luo Yang had a very deep affection for his daughter, and after she had gone to university in Shanghai, he would call her every weekend. Luo Yang's daughter said that he would always ask and pay attention to her health, exhorting that she needn't be too tired, and reminding her she should remember to sleep earlier and exercise daily.When Luo Yang went on business trips to Shanghai he would always ask to visit his daughter, however due to work and time constraints he would often miss the opportunity.He would always promise to his daughter,“Next time my dear, next time I will definitely come to see you.”But before that time had come, nobody would have expected that the next chance they met, she would be holding his picture with black veil at his funeral……
Most of the candidates I spoke with during the extensive interviews were Luo Yang's colleagues, employees and friends. In fact, ever since deciding to write about Luo Yang, I always wanted to meet his family members.However, I hesitated, and was reticent……I had heard that due to her loss, his mother had gone into silent grieving, and I could not bring myself to disturb her.In addition, aside from the memorial service and the first reporting of his deeds, Luo Yang's wife, Wang Xili avoided the media.
On the morning of the day that I was due to leave Shenyang, I was again interviewing the Aerodynamics Academy Head Zhao Bo. On hearing that I had not yet met with Wang Xili, he asked,“Do you think it important to see her?”
Zhao Bo was silent for a moment, then saying,“How about this, I can try to see if you can get in touch with her.”
Having experienced such loss and great sorrow, Wang Xili was indeed not deterred, for she had the responsibility of her family now resting on her weakened shoulders. She also had to take care of Luo's old mother and bring up her daughter……
This was a special interview. In fact, no, it was no interview, as I took no recorder, and I could only listen to her feelings.
“Luo Yang dedicated the best part of his life to China's aviation industry, yet left forever feelings of regret and nostalgia to his family. I miss him.I knew the word‘miss'and what it embodied before, but now I truly know what it means to miss somebody.He said that the nation and its people gave him such a big platform, and that he had no reason not to perform on it!He invested himself entirely into his work, putting his entire mind into the job, without taking off Saturdays, Sundays or holidays, apart from New Year's Eve, where he would leave at five o'clock, head home to eat a quick reunion dinner, then head back to the factory to wish the line workers well.
He worked hard, so did all aviation personnel. In the years after our marriage I did not notice it so much, but in these past few years it has been more and more intensely obvious.Sometimes he would arrive home in the middle of the night exhausted, so tired that he would wobble as he walked, and didn't have even the energy to wash.I worried over him, saying,‘You are always like this, how will your body cope?'He replied,‘You haven't been to the production line, the workers there work harder than I do.I can still come home and sleep for a few hours, but the workers eat, sleep and work all together in the workshops, some are so tired that they shake, but continue on anyway.'He never complained, and was never discontent.When encountering a challenge, any pressure that he felt he would not speak to his family.However with close observation, I could always feel something.When it grew closer to the key dates, he would speak less, and I knew that he was managing a large project.Especially when a new model aircraft was undertaking experimental flight, he would be in a mood of intense concentration, and the family would become more tightly anxious”.
“Early one morning, perhaps due to difficulties he was experiencing at work, he awoke early, and tossed about in bed for a while, before suddenly asking me,‘How do you interpret the fulfilment of one's duties?'Before I had time to respond, he naturally answered himself,‘Is nothing impossible when each grasps their own area, and guards their own domain.'”
“He was never expected to solve family matters, nor would he tend to them. In the first few years we were married, he would accompany me to go shopping, though later he stopped coming.At home, he was even unable to tend to blown light bulbs, as he simply could not waste his precious time for these matters.At home, work still always came first.”
“He loved our daughter, but never found the time to give her help with her school work. When she was taking her university entrance examination, I said to him,‘Tomorrow you can take her to the examination hall'.He replied,‘I don't have the time for that'.It made me quite mad, and I said,‘You will regret that choice for the rest of your life'.Realizing that I was correct, he took off two hours to take her to the examination.Going to Shanghai on business trips, he would stay in hotels not far from our daughter's unviversity, and although would say that he planned to go and see her, ultimately he would run out of time.I was forced to accept that.Some friends would ask me,‘Are you already used to the fact that Luo Yang is never home during public holidays to look after his family?'I would say,‘I'm not, I feel helpless'.”
“However it isn't only our family alone, for all of the families under this industry are unsung contributors. Luo Yang never liked to bother others, whatever it was he would be doing his utmost not to hassle others.Think about it, Luo Yang probably felt unwell that evening on the ship, and didn't mention it as he was afraid to trouble others.Disembarking from the ship, his heart muscles were already 80 to 90 percent dead, a condition of unthinkable pain, but he still managed to shake the hand of the welcoming party.That was just Luo Yang……”
“Luo Yang had such a bright mood, only wishing everyone to be happy. He only spoke about the positive and meritorious aspects of people, and after have lived with him for all of these years not once did I hear him speaking negatively of someone behind their back.Nor would he ever lie.”
“He was such a gentleman, never speaking crudely, let alone insulting others.”
“Luo Yang's life was very simple. He would eat what you gave him and wear what you bought him, for he had no specific requests.It was as though his simplicity had become a lifestyle, and had even solidified, to the point that some of his habits could not be easily changed.”
“Luo Yang was a man of good taste. He was not without a hobby but there was no time for him.He picked up volleyball, photography and the chess of go at one point, but his work was more important than any hobby, and so he eventually gave them up.”
“On the final time that Luo Yang left the home more than ten days for a business trip, and as his mother was suffering from a cold, I finished up my work then had to return home to look after her. Every day was exhausting like this.At this point Luo Yang had not yet called, and I started to feel uneasy.On the afternoon of the 24th, I felt an unexplainable fretfulness about me, and couldn't manage to get anything done because of it.After 4 pm I decided to go out for a walk.Locking the door as I stepped out, the phone rang from inside.I picked up the receiver to hear Luo Yang's voice.He was happy, saying,‘You are home?excellent!'I had already seen the J-15 landing on the television, and asked him,‘How was it?'He replied excitedly,‘excellent, brilliant, I am ecstatic!'I was excited too.He then asked,‘How are things at home?'On hearing this question, I do not know why, but my eyes filled with tears, and I said to him emotionally,‘Why are you so busy and so exhausted?'He replied evenly,‘It's my work.’After a moment, he asked again‘Make sure to look after mother, and give Liangliang a call too!’This was the last thing he said to me.Putting down the phone, I sat down, and again I didn't know why my tears again flowed out.”
“As a doctor, I have saved the lives of many countless people, yet I could not hold onto my own husband. I just cannot understand it.
Whilst cleaning Luo Yang's possessions I discovered a small card, likely to be his own maxim.”
Taking it in my hands, I read Luo Yang's Encouraging Words:
Take note
To develop one's character, cultivate mindfulness,
Personal hygiene.
Interact with manners
Think more of others;
Observe the merits of others;
Listen more to the thoughts of others;
Do not push one's own opinions onto others;
Do not use a criticizing tone when speaking to others;
Do not take oneself as perfect, and in doing so disregard others;Do not show off, nor should one chase fame;
Do not speak negatively on others behind their backs;
Do not enter into disputes when it can not be helped;
When dealing with disputes do not sink to personal attacks and expose people's shortcomings;
Avoid vanity, jealousy and revenge;
Be trustworthy;
Do not put down others to elevate oneself;
Reduce complaining as much as possible, and never use sarcasm to vent one's own frustrations……
During my interviews, many of the workers told me,“Our Chief Luo had such great pressure, he must have been absolutely exhausted!”
Once, when Shenyang Aircraft Design Institute's Deputy Director Shi Rongming saw Luo Yang at the airport, he said with some shock,“Chief Luo, how has your hair turned so grey in the past two years?”Luo Yang said humorously,“It's the pressure!I'm so tired!Over 10,000 people have to live by their work, and the pressure that comes with a National Objective is heavy. If an aircraft has a problem, I have to be responsible for it.Think about it, there are over 100,000 individual parts on an aircraft.Any problem may cause accidents.”
His pressure was just immense!
He must have been exhausted!
Suppose that we could turn back time and follow his last hurried steps, and observe with him the diary of his last morning:
8:00—Corporation Quality Inspection Meeting
9:25—To the Civil Part Production Section, report from Department Head. Inspect barcodes for the operational conditions of Mechanical Execution System(MES).Luo Yang requested to utilize the barcode technology to give a“personal identification”to each part, to improve the utilization of systemized information processing, strengthening the various integrated management of planning, purchasing, development, production guarantee and technology support.
9:50—To Production site of Plant 13,to receive a report from the Plant Director concerning warehouse supporting management information systemization, production process control management systemization, and worker performance management systemization. 10:10—To Production site of Plant 12. Luo Yang requested to improve and enhance the controllability and traceability of part production, and that a department working in tight coordination will increase working efficiency.
10:30—To Production site of Plant 17,to understand fundamental data management, warehouse paperless management and production process control management. Luo Yang requested the active promotion of barcode MES establishment and utilization.
10:55—To Production site of Plant 18. Luo Yang requested the systemization team to establish“6 principles of work”for the production unit's specialized projects.Every day, the six most important tasks would be announced, ensuring that the production unit team would always meet their performance indicators and working conditions.
11:25—To production site of the Numerical Control Processing Plant. Luo Yang concisely affirmed their performance, requesting to improve current utilization of systemization technology to rapidly increase the pace of production rates, as numerical control will be the mighty wings that allow the entire project to take off!
11:56—Luo Yang said earnestly to the Parts Production Information Team,“The corporation's Part Production Teams have already had many breakthroughs, you should keep it up, so that we may fight toe to toe with the international enterprises with which we compete, and in addition within the industry we must lift our benchmarks for corporation R&D, basic production development standards, release the latent energy oflour production and push our R&D and production to leap ahead!”
Luo Yang's battle was a fight against the clock.
Shenyang Aircraft Corporation had two regulations developed within the industry:the“711”and“724”. When implemented, the“711”indicated an 11 hour work day,7 days a week;“724”was implemented when racing against time, indicating that workers should eat and sleep at the factories, and in crucial periods they must work for 24 hours straight, around the clock.Luo Yang was the number one decision-maker on the implementations of“711”and“724”regulations.
During a day in April of 2012,Luo Yang had just arrived from a business trip away, before he returned to his office for a drink of water, he could not help but to have a quick look into the construction site, then asking a construction worker on site,“When would the transport equipment be completed for testing?Would a 60 meter span be enough to ensure safety during transport?”He told the factory technologists that in the future their equipment would be used to transport the aircraft, and they must be absolutely reliable.
The factory equipment fabricators did not know the man asking them these questions, and after Luo Yang had left, on hearing that he was the Chief of Shenyang Aircraft Corporation, they replied full of doubt,“You must be joking!How could someone with his position run down here and personally ask such specific questions?”However, on being provided the evidence that it was in fact Luo Yang, they responded with surprise and admiration,“We have worked in many units before, and fabricated a lot of equipment, however we have never seen a Chief like that, with such depth and dedication.”
Xiao Ren was Luo Yang's secretary for four years, and had an especially deep affection for him, saying to me,“The five years during which Luo Yang was appointed the Corporation's general manager were a most exhausting five years, and the results obtained from there were unprecedented in the history of Shenyang Aircraft Corporation. Facing such an enormous working pressure, he would often say,‘We have no other choice but to make the impossible possible!'”
“I worked by Luo Yang's side during the years in which the Corporation simultaneously developed a number of new aircraft models, and both civilian and military jets for main and specialized use. “One night after 11 pm, Chief Luo hurried to one of the plants. The workshop lights were on, and a product test was underway.Chief Luo had paid particular attention and consideration to this product for a long period of time, and had given out ideas based on breakthroughs in new technologies.Undertaking a number of tests, the qualified new product was finally produced before dawn.Dragging his exhausted feet back to his office, I urged Chief Luo to return home and rest, however he said that he had already organized two meetings later that morning, and had no time.He would simply take a brief nap on the sofa, and then get to back to work.This kind of working style was quite regular for Luo Yang.We always thought that he simply worked too hard and was too tired, and would often urge him to rest, however he would always reply,‘The production line workers are more tired, and work harder!'”
“Chief Luo was a very healthy person and liked to exercise, but due to his busy schedule he had to drop his adept skills of volleyball, put down his beloved camera and had no chance to play chess, however I caught him a few times playing Go on his mobile phone at an airport terminal.”
Time was simply never enough for Luo Yang. Once, Xiao Ren discovered that Luo Yang's hair had grown too long, and told him to get a haircut.As Luo Yang was backed up with things to do, he had no time.But his hair really was too long, and under the repeated urgings of his secretary he eventually went to the hairdresser.Sitting down, he said to the hairdresser,“A simple cut please, the faster the better!”After a moment, the hairdresser called out,“Oh dear!”,then“I am sorry, so sorry!”Luo Yang had fallen asleep, and as his head had nodded forwards the barber had accidentally snipped a big portion of the hair covering his forehead off.Unable to salvage it, he was forced to have a very short cut.Returning to the Corporation, some people asked him in surprise,“A new hairstyle, Chief Luo?”Luo Yang would reply with an embarrassed smile,“With new aircraft comes a new hairstyle!”
As a leader and a manager, Luo Yang took the lead in practically everything he did, and was at all times very self-disciplined, as a person that could look carefully at the big picture and also be very precise.
Even steel has weak points. Lin Zuoming called Luo Yang's death a“fatigued loss”.
I asked Zhao Bo,“Everybody thinks that in the most recent years Luo Yang had to withstand particularly big pressure. What was different from before?”
Zhao Bo was silent for a moment, then saying,“When speaking of Luo Yang's pressures, my own analysis would separate it into three areas:being long term, mid term and near term pressures. From a long term perspective, as the Party Committee Secretary of Shenyang Aircraft Corporation and appointed as General Manager from 2007,especially in the last 5 years his pressure was obviously increasing, as there were more projects with new aircraft models, with shorter time spans and new tasks each year, all of which had to be assessed.Ultimately it was the change in his position, and his responsibilities that brought about the pressure.Oh yes, there is also the question of credibility.In the past, Luo Yang was a Party Committee Secretary, and only later became the General Manager.Would we be able to credibly manage such an enterprise?Luo Yang knew that everyone was watching him, and it was a pressure that only Luo Yang himself could be responsible for.
The second type of pressure was regarding the last two years, especially during 2012,when a number of models were being continuously worked on, and each specific condition had to be completed, guaranteed and essentially the work of the entire year would be fully organized. This was a mid-term pressure.Thirdly, during the recent days in which Luo Yang was on the aircraft carrier, and after the J-15 tests were completed, the aircraft were due to be handed over to the navy.This should have meant that Luo Yang could relax, but as the Field Development Commander he was again responsible and attentive to this, ensuring things were running tight.The various factors oftenvironment and projects created together a huge short term pressure for Luo Yang.From a personal perspective, the reason that long term work pressures was because Luo Yang was different from us.He would not speak to others about his own pressures, not wanting to trouble others, and would instead bottle up all of the troubles and pressures within himself.As for the normal person, if we were to come across something unsatisfactory, we would be willing and able to find him and complain, and as such he became the‘release valve'for many.Whenever I would ask how he was going, he would always say,‘No problem, I am very well, don't worry about me.'”
“Luo Yang's sudden death left the Chairman of the China Aviation Industry and leading Party members'group Secretary Lin Zuoming totally devastated.”He said,“The loss of comrade Luo Yang is serious to the Party and to the national aviation industry. The aviation industry technology front has lost a vibrant life and a passionate innovative technology expert.The aviation enterprise management front has lost a truly outstanding enterpriser.The aircraft model R&D front has lost a leading talent in collaborative research.We all have lost a kind and loving friend, courageous and glowing friend and a brother.”
During the course of Luo Yang's shortened 51-year lifetime, he was a cause for others to ponder on life more fully.
Luo Yang lived the kind of normal life that one does not noticed until his departure, at which time one discovers that a normal life can bring about such great change. Sometimes those living the most normal lives are the most enlightened of all.
Lin Zuoming said,“I have thought much on Luo Yang's departure. What kind of cadres should be cultivated?Of course we need to teach fearful tigers amongst us, but we also need the average, quiet cultivated cadres too.Those that, no matter how big their contribution is, do not assert themselves with inflated ego, but persist with trust in their hearts, and consistently push forwards and manage things correctly.However, Luo Yang was driven by no regular endurance, but the quality of a noble spirit.”
Submitting his own life for the flight of his carrier-based aircraft, Luo Yang's spirit glows with ever more brilliance!
