The“Seven Wolves”moved into battle in a triangle attack formation, and flew forwards in chase.
These are not the Seven Wolves of the Hulun Buir Steppe, nor are they the Seven Wolves of the Tengger Desert. They are the Seven Wolves of Institute 601.
By the end of 1999,there was a new institutional management team composition, and amongst the team of nine, seven young men were newly installed—men, after graduating from university in the 80's, were those that amongst the third generation of aviation personnel had most shouldered the burden of responsibility and served the nation's aviation industry.
The seven new young team members were:
The President and Deputy Party Committee Secretary Li Yuhai[later promoted to Deputy General Manager of Aviation Industry Corporation of China(AVIC)];
Party Committee Secretary and first Deputy Director Luo Yang;
Chief Architect Sun Cong(later promoted to Deputy Chief Engineer of AVIC);
Deputy Director Fang Yufeng(later promoted to Chairman of the Aviation Co.,Ltd of AVIC);
Deputy Director Liu Huaxiang(later promoted as the Director of New Aircraft Office in the Department of Major Projects in AVIC);
Deputy Director Zhao Bo(later promoted to Director of the Pneumatic Research Academy of AVIC);
Deputy Party Committee Secretary Wang Zongwen(later promoted to Party Committee Secretary of the Pneumatic Research Academy of AVIC).
At the time, the novel“Wolf Totem”was very popular, and in addition there was a popular clothing brand being advertised called“Seven Wolves”,and because of this, the workers at the institute privately called the young team the“Seven Wolves”. These seven young leaders of the institute were seen as a powerful team with varied expertise, however some worried that their personalities were too strong, and concerned that they would descend into chaos.
Once during a committee meeting, Luo Yang asked,“Have you heard that recently people have been talking about us behind closed doors?”
The group looked puzzled, and Wang Zongwen asked,“What have they been saying?”
Luo Yang responded,“That we are the‘7 wolves!'”
On hearing this, the whole team rushed to speak at once.
“Wolves, hah!Amongst all of the animals, the wolf is the most courageous and upright.”
“That means the capacity to do battle, and the bravery to struggle!”
“Out there on the vast grasslands, the wolves are the best examples of a‘pack spirit'.”
As the calls of“the Seven Wolves”came over Luo Yang, he said to himself with quiet resolve:seven youths, all powerful, all of unique temperament, each pulling as one strong team. If we do not join together, and instead give mutual concessions to ourselves, everything will fail.
Luo Yang's vision swept the room, and he said,“Us brothers on the battlefield like Seven Wolves, us brothers pulling carts, like eight horses. Being called a wolf suggests that we have the characteristics of the wolf:unity, vigor, patience and responsibility!”
Luo Yang spoke without raising his tone, however one could hear the hardened resolve in his voice. His voice penetrated through with the strength of a hardened metal, such as the high tensile alloy steel used to manufacture the aircrafts.Everybody felt the weight and energy of his words, and the depth of the conviction behind them.
Luo Yang had always attached great importance to his expertise, and so for him moving from a technological post to government and Party posts was a decision tangled and twisted in struggle and hesitation. In 1994 when the authority intended to promote him as Deputy Head of the Organization Department, he spoke to Secretary Liu Chunyi,“Can I not accept it, Secretary Liu?”When Liu Chunyi asked him why, he responded that he didn't have it in him to do that kind of work, and instead hoped that he could continue on with his own specialty.
Through his earnest discussion with Secretary Liu, Luo Yang finally saw the light. Liu Chunyi said,“As for our research positions, we always require some oflour colleagues to join the Party and government work.Working for the Party and government is also contributing to research.I used to study in BUAA and majored in engine, and now aren't I also contributing to the field through my work in the Party Committee?From every angle, colleagues with expert knowledge that work for the Party and government are more valuable”.
Once the authority had decided, Luo Yang never looked to bargain or to look to alter the outcome. But that was Luo Yang.By 1995,Luo Yang had been promoted to Party Committee's Organization Department Head.The Party paid attention to the energy that Luo Yang would bring to the department, as well as his calm, moderate and low key manner.
After becoming the Organisation Department Head, Luo Yang encountered his first task:to manage the service length of a retired veteran. The name of the veteran was He Long.Party records registered him initially as participating in the revolution from 20th September 1945,but he himself said that he was involved in a small peasant guerrilla group of local farmers in 1944,and that his participation in the revolution should be recorded to begin from 1944.These few months are in fact of critical importance, as his involvement would be included as part of the 1944 Anti-Japanese War, and the September 1945 War of Liberation.His inclusion would result in a range of various honours and benefits, and he continued to issue it to the institute and higher authorities, but the problem had never been rectified.
Luo Yang read the complaint and asked the Institutes Organizational Officer,“What is the department's opinion on this matter?”
The Organizational Officer said,“The main issue is that it was such a long time ago, over half a century ago, and there is currently not enough supporting evidence and thus we are unable to authenticate his story.”
Luo Yang asked again,“Have you ever been to his native hometown to check?”
“No.”
“Why haven't you been?”
“It was so long ago, there is the worry that we would not be able to find and check the information.”
“Although that may be the case, you should go, investigate and understand, and then you can draw final conclusions.”
Luo Yang decided to dispatch two colleagues out to investigate.
They arrived to old Mr. He's village, a small hamlet in the Chongli County of Hebei Province and went to find the County Organization Department.According to old Mr.He's complaint, he participated in forming a peasant guerrilla group in his own hometown, on the West Bay of Xiaoxigou, and so an inspection of the county's historical data would determine by clear documentation whether or not the farmers had formed this group.
The County Organization Department arranged someone to accompany the two comrades Luo Yang dispatched. They visited and interviewed several old comrades that had participated in the Anti-Japanese war, and listened to their recollection.The West Bay had been a part of the East Hebei Autonomous Council from 1944 up until the 30th of June 1945,and during the time the Party's organization and activities were kept secret.
In order to resist the Japanese and rescue the nation, some peasant associations would often form groups and undertake guerrilla activities, such as to conduct reconnaissance on the Japanese military and to act as messengers for the Eighth Route Army. There was peasant association(a small guerrilla group),essentially operating as a Governmental underground armed struggle group, which would be subject to a high level of organization and leadership.During that time, old Mr.He's participation in the guerrilla organization should have been regarded as working for the revolution.
Therefore, the Chongli County Organization Department communicated to the Institute 601 Party Committee's Organization Department that“In view of the above, we believe, during the determination of this unsubstantiated historical case, and respect of the objective evidence and historical background, Comrade He Long was a participant in the revolution. Based on Regulation[1982]No.11 Article Ⅲ,Comrade He Long was a participant in revolutionary work starting from January 1944.”
Luo Yang thoroughly researched the policy that concerned old cadres, and decided that old Mr. He's case would meet the required conditions set forth by the policy.After consulting with the Shenyang Municipal Organizational Committee, the Party Committee of Institute 601 determined that the commencement of Comrade He Long's participation in revolutionary activities would be updated from the 20th of September 1945 to the 1st of January 1944.
On receiving this long-awaited document, old Mr. He said to Luo Yang with tears in his eyes,“Thank you, Chief Luo.I give thanks that the Party's Organization Committee has affirmed my history.”
Luo Yang replied,“old Mr. He, instead I should thank you.Thank you for your contribution during the revolution!”
Luo Yang was profoundly affected by this experience. He said to his colleagues that,“There is no issue too small for our attention in our line of work, and we must respect every comrade, and take care of every comrade.”
In 1996 Luo Yang elaborated with much vigour on the contents of a training course for young cadres. The training courses would take three weeks.During the first week study would be undertaken with in the institute, and importantly during this time senior institute heads will be invited to speak about the objectives of young cadres, senior experts will talk on the prospects of aviation development and the first wave of youth cadres will speak on grass-roots management and the experience of merging together Party and non-affiliated work.
During the second week, the programme would go to Shenzhen's China Aviation Technology Institute to study modern business management. In the third week, they would participate in training activities in Hong Hong.At the time, it was estimated that the trip to Shenzhen and Hong Kong would require almost 300,000 RMB.Some people doubted the course, asking why they should to go Shenzhen and Hong Kong and spend all of this money when there was nothing wrong with the current training set up.Luo Yang persevered, saying,“Currently we do not have the funding to send them overseas, but at least we can send them to Shenzhen special administrative region and to Hong Kong for a look.They can see the world a little and come into close contact with modern businesses and understand what modern business management really is.As for the funding, we have already been as economical as possible, travelling by train, staying in small hotels and bringing our own dried foods.”
A Vice President of Shenzhen China Aviation Technology Institute was quite moved by this, and said to the course trainers,“Your institute is willing to spend such a sum on sending out you for training!Your leaders have a far and terrific looking vision!”
Zhao Bo said,“When Luo Yang was appointed as the Organization Department Head, he undertook two projects of much significance for both talent training and team cohesion:Firstly, he stabilized the teams, ensured staff development, and allowed for young designers to successfully take on the responsibility of the previous generation;Second, he cultivated the pursuit of comprehensive qualities and abilities within the young teams, included filling the mind and the soul with the belief that the work being done was a real contribution to the nation, so that those that left Shenyang, and even those that left the aviation sector all together would continue to contribute to the national development.”
The management and assessment of cadres at that time is not like what it is now, with a familiar system that can be referred to for implementation. In 1998,the Organization Department for the first time organized assessments for all cadres, asking for an evaluation of all cadres on the basis of four aspects“morals, diligence, achievements and honesty”.Some expressed concern that if an evaluation was bad, resentments would form.
Luo Yang said that,“The cadre assessment must be open, transparent and without the need for concealment. As for those that perform well and those that do not, the people will have the final say.”
The cadre evaluations were disseminated during the Whole Cadre Meeting, and everybody received a clear mark. The top scored over 90%,the bottom scoring well below the pass mark, and as a result many were in an extremely uncomfortable position as if sitting on a spiked rug.
Liu Chunyi said with much satisfaction to Luo Yang,“Allowing the people to evaluate the test results is a good thing. The people have clarity, and it is just and fair that the department conducts itself in this way.In these few days, low ranking cadres have come to me saying,‘Chief, I will work harder from now on, and on my next assessment I will achieve high marks.'”
After Luo Yang was appointed as a Party Committee Secretary in 2000,the cadre assessments become more standardized and institutional in structure, and those that did not pass would be highlighted or transferred. Those with even lower marks still were dismissed and not further retained elsewhere.
As Luo Yang was an exemplary person, he never used the authority vested on him by the Party and the people as a tool to obtain private benefit. His mind was instead constantly focused on how he should represent the authority provided for good use.
After being transferred together to the administrative posts, Zhao Bo was appointed as Institute Office Director and Luo Yang as Organization Department Head, and for the subsequent eight or so years until Luo Yang was transferred into Shenyang Aircraft Corporation they were practically together every day from morning till night. At midday they would go together to the small eating houses in the living quarters for lunch, and to save time each of them would take only one bowl of noodles.Later, they both entered into the leading group of the institute.Luo Yang was the Party Secretary, and Zhao Bo is responsible as Deputy Director of Tertiary and Civilian Use Products.
Once, the two men had a disagreement about the appointment of a business entity Party Branch Secretary. Zhao Bo had chosen an energetic and motivated young man, whereas Luo Yang had decided upon an experienced older colleague.Both thought themselves right, disagreed with the other and would not budge on their decision.Luo Yang's temperament is usually soft and gentle, however on this occasion he and Zhao Bo grew red in the face as they argued on the matter.
From 9:00 till 11:30,neither could convince the other, and they parted that noon on bad terms.
At lunch time that day, the two did not go together for noodles, and feeling down, Zhao Bo returned home that noon, not wanting to have lunch at all. Luo Yang called and asked him to come over to work it out.On arriving at Luo Yang's house, Luo Yang said to him,“Let's eat first and work out the problem afterward!”as he prepared two pots of instant noodles.
Luo Yang said after a moment,“What was I thinking today?To get so worked up just over work?Why could both of us calm down and listen to each other patiently?I have thought about it, this morning I was not very nice and want to apologize for that.”
Zhao Bo smiled,“It's my fault for being too impatient. I think the main problem here is that for the past two years the institute has not been developing products for the market, and my thought was that a fierce youth could attack the problem best.The experienced candidate that you recommended is also good, but he is a bit conservative.”
And so, the two men ate the noodles and talked openly. Finally, Luo Yang accepted Zhao Bo's point of view, and the young cadre was accepted.
In respect to his duty as both the Organization Department Head and the Party Committee Secretary, regarding the issue of cadres and especially appointing new ones, Luo Yang was particularly diligent. He said that the responsibility was given by the Party and the people, and accordingly he must select the best cadres for the Party and the people.Mistakes were not permitted on this point, as committing one would result in a loss for a national industry.
The Aviation Industry serves as a knowledge intensive platform for gathering talent, so Luo Yang stressed that the most precious natural resource was human talent. How should we discover human talent?How do we foster it?Utilize it?The Party Committee of Institute 601 said that the most important job for the Party was to collect human talent, through the collection of ideas, collection of organizations and of potential.
Luo Yang had previously given a lecture to a rotation training of cadre students, and when he taught on the“Nine Quotients”,many of the students were left with deep impressions that are still felt to this day.
Luo Yang's Nine Quotients were:
“Mindful Quotient”,being their mentality can ensure a positive attitude, and will allow for a healthy, wealthy and happy life.
“Moral Quotient”and the importance of“virtue over wisdom”should not be overlooked during training.
“Aspiration Quotient”is truly important for an individual, as small aspirations bring small fortunes, and large aspirations bring big ones. Luo Yang sighted Cao Cao, the historical hero from the Three Kingdoms more than 2,000 years ago on the importance of aspiration in the making of a true hero.
“Intelligence Quotient”is the development level of one's wisdom, and here Luo Yang encourages that the human mind is like that of a sleeping giant, that most people only utilize about 10%of their brain power, and finally that it is vital to expand and grasp the essentials of understanding.
“Emotional Quotient”is the extent to which one may control and manage their emotions towards oneself and those around oneself.
“Adversity Quotient”trains for strength in the face of adversity,
“Enlightening Quotient”is the essential energy and deliberate discernment one has with people and objects. To succeed at this, one must be able to study the intangible nature hidden behind what one sees.
“Wealth Quotient”is the ability to manage finance, to make money the servant not your master.
“Health Quotient”is the ability to sustain a healthy life.
Luo Yang used a large tree as an analogy,“Mindful, Moral and Aspiration Quotients”are the roots,“Wisdom, Adversity, Emotional and Enlightenment Quotients”are the trunk, and“Wealth and Health Quotients”are the fruits. This analogy is the same for us, and training these essential“Quotients”will develop one of healthy body and mind.Luo Yang used the“Quotients”theory to provide mutual encouragement to the young cadres.
Over a period of time, the Party Committee of Institute 601 formed an effective set of rules regarding personnel training and management which are still utilized to this day according to the below four theories:
Deng Xiaoping's Cat Theory:that it does not matter whether a cat is black or white, what matters is whether it can catch a mouse. To get top notch talents(or mice as per the theory)takes both the presence of good“cats”and the cultivated skill of catching them, including the assessment as to whether the“cat”just pay lip service or get down to work.Generally speaking, the good“cats”are those that possess the spirit of innovation, are able to develop products, efficiently deliver high profits, complete objectives, are generally popular and provide tangible benefits.
The Swimming Puppies Theory:that a group of puppies together paint a cute picture, yet the only way to determine which of them has any ability is to throw the lot into the water and see which can swim. In analogy, throwing the young cadre leaders into the“water”,to see how they train under pressure, and to determine which of them has the toughness required when faced with a difficult problem.Often, the best are those that break through energetically and are able to accomplish things, despite the challenges of industry.
The Tower Theory:Cadres undertake a process of“co-existent growth building”. According to the“Matthew Effect”,talent building is a“levelling up”process, naturally forming a tower-like structure.Whilst in competition, superior competitors move upwards, and those with deficient characteristics move down.Each level is dislocated from the next, and so only the elite talents and leaders have the capacity to climb to the very top of the tower.
The Step Theory:Talent grows step by step, and even though it is possible to walk upwards quickly, generally every stair needs to be stepped on. Each stair provides training, and a way to learn how to work that is taught by people on each level.Only when one moves up to the next step, may the next level ofileaders and people meet with them.In this way, a strong foundation will be established.As for those with excessive enthusiasm, and those that attempt to pole vault all the way to the top, nine out of ten will not succeed.
Wang Zongwen has said with much emotion,“We the leading group have a common special characteristic. If we individually have an ideological or organizational view, or an individual opinion that is different, we must first openly and sometimes emotively discuss it before a decision is made.However, once the decision is made, we must resolutely stand behind it, and fully implement it.”
Luo Yang would often say,“'The Seven Wolves‘are only able to do battle together as a unified team because we are driven by our common set of values, our highest interests are the interests of the nation and we hold the common objective in our minds of as quickly as'ossible reducing the gap between our aviation industry and those of developed nations by strengthening independent innovation and promoting better development of that aviation industry.”
Liu Chunyi take Luo Yang as his own disciple, and in Luo Yang's view the former Director was his most respected teacher.
Liu Chunyi was also from Wuhan, and upon graduating from middle school in 1955,he was recommended for immediate admission to Beijing Aviation Institute. In 1960,he arrived on the scene with a burning passion and the ambition to rebuild his motherland into the sky, and stepped out onto the adverse conditions of the black Northeastern China soil.Through 39 years at Institute 601,Liu Chunyi held appointments as Designer, Professional Design Leader, Design Director, Deputy Party Committee Secretary, Party Committee Secretary, Institute's Director and Party Committee Secretary as well as other positions.He once said emotionally,“I have no regrets in my lifelong choice to work in aviation.”Of course, this choice has two sides:Liu Chunyi chose the aviation industry just as much as the aviation industry chose him, developed him and appointed him to the task.
In 1997 when Luo Yang was appointed as Party Committee Secretary, Liu Chunyi was still the Institute's Director. It was once recalled that on an occasion when Luo Yang asked him how he could do a good job as a Party Secretary, Liu Chunyi said,“The job of a Party Committee Secretary is one of assembly.What did he mean by assembly?He continued,‘Assembly is cohesion, and assembly is the central policy.To assemble ideology, to assemble the organization and wisdom.Only once you have assembled these will you have energy, and only once you have assembled these will you never fail.'”
Whilst talking about the ideological and political work oftenterprise, Liu Chunyi told Luo Yang,“This is also a management job, and an important organizational component of managing a state-owned enterprise. The research and development of the models is both a technological and a managerial process.During model R&D, ideological and political work is an irreplaceable part used during the administrative, economic and technological measures of a project, and should play an increased role in each measure.It is also essential to provide a strong ideological conviction.Leaders that only use authority and not ideological policy measures to lead cadres are not competent leaders, only those that adhere to the principle of‘doing two jobs at once and attaching equal importance to each'are those capable of functioning as a leading cadre.”
By the end of 1999,Institute 601 underwent the smooth transition from the old leading group to the new“Seven Wolves”. A brief episode occurred during the transition.Both Luo Yang and Li Yuhai were being considered as backup candidates for the Director position, with Luo Yang having comparably more experience for the position than Li Yuhai.The selecting group underwent repeated assessment and comparison, and ultimately selected Li Yuhai.
This was due to two reasons. First, Li Yuhai was a renowned expert in aircraft engines, whereas Luo Yang worked on high altitude rescue systems.Second, it was considered that Li Yuhai had more vigor, so he would be a better administrator.Concerned that Luo Yang had disagreements, the selecting group assigned the old cadre Yuan Liben to talk to him.What they did not expect, however, was that usually serious Luo Yang that lend the lyrics from the song Red Sorghum and casually sing to Li Yuhai whilst laughing“Li Yuhai, go forwards with courage!”,showing his broad mindset on the decision.
During his retirement speech, Liu Chunyi sent out a deep message to the new leading group,“We sincerely hope for the construction of a bold, exploratory, hard working and persevering young leadership group. Insight, decisiveness and overall balance with courage and personal determination will determine the course of the principal leaders.Owing to this, we have comprehensively and extremely diligently selected this young leading group on these expectations.We hope that you will study hard, bravely implement and improve the overall quality of the institute.Unity is the most important way to form a complete and powerful leading group.Without unity, the greater the resistance, the greater the resulting destruction that would ensue.I expect that under the leadership of the Party Committee the new leading group is able to unite as though a single person, to assess the overall situation, abandon the pursuit of small profit, and with a high degree of unity to work closely with full understanding.Only then can we achieve greater victories.”
And so, one generation entrusted the heritage of the institute onto the next.
Luo Yang liked to read and to reflect on this. He summarized that the spirit of Institute 601 was the practice and hard work of previous generations, that were“striving united, rigorous and tangible, arduous in their innovation, and dedicated to aviation”.
The fundamental embodiment of Luo Yang's meaning is that the collective spirit of heroism of united work, a rigorous realization of the scientific spirit, the arduous pioneering spirit of innovation, the spirit of dedication and devotion to aviation. Aviation serves the country through these core elements.
“To live in hardship so that one may die in peace”was a motto of both Li Yuhai and Luo Yang, the two leaders of the wolf pack. Once appointed, they realized that despite the fact that the institute was currently undertaking intersecting military R&D missions on multiple models and classes, this may not always be the case, and it was impossible to say that this would continue on in the coming years.Therefore, they emphasized the importance of undergoing hardship now;the institute may exert the utmost effort prior to 2005 so that the institute may look forward to the years beyond.
During the first meeting after the appointment of the new group ofileaders, Luo Yang said,“Currently, I think that our institute is much like Division A from the CCTV series Escaping Encirclement. Division A has fought in wars before, but in this new situation it is outdated, and without undergoing hardship it cannot catch up, and is abandoned against the flowing wave of the new times.We must undergo hardships now, and I very much agree with this point of view, as a nation that does not undergo hardship is one that will never become strong.A unit that does not undergo hardship is one that will never be able to focus on the task at hand.We are at a historical junction now, and by the presence of both challenges and opportunities, we must also escape encirclement and move forwards to meet the new battle head on!”
This was indeed a historical junction.
Dating back to 1989,developed Western countries used the Nation's political turmoil as an excuse to attach sanctions and issued embargoes to China, and France and the United States then ratified the decision to sell 120 F16 fighter jets and 60 Mirage 2000 fighter jets to Taiwan, both of which were considered as the representative of the third generation of fighter jets. At that time, our J-10 fighter jets were still undergoing early stage development, and the second generation J-8's were not even capable of flying to the Nansha Islands.The comparative strength offair power in the cross straits began to turn unfavuorably from China to the“independent”rampant forces of Taiwan.
Only Soviet aviation technology could successfully contend with the F16 and Mirage 2000's during that time with the third generation Su-27 fighter jet, and in addition Russia was knocking on the door to China as it searched for the path to lead them towards economic recovery. The Chinese government assessed the situation and decided to undertake a Russian military and technical cooperation to counter the West's embargo and sanctions.
Russian-Chinese talks began in November 1993,and after six rounds of negotiation, the intergovernmental agreement signed the license transfer contract in December of 1995. The Chinese called this the[CLASSIFIED]Project.
As far as Institute 601 was concerned, the first step required to establish and operate the production line was to receive the Russian production license design information.
Between 1996 and 1998,Russian air transported the relevant materials to Shenyang for the Su-27 aircraft, which included designs totaling tens of thousands of pages.
Over the course of one year, Institute 601 and Shenyang Aircraft Corporation sent several groups to the Russian Amur Komsomolsk aircraft factory to conduct on-site technical training of the Su-27 aircraft production manufacturing.
Training was centrally focused on aircraft production, related content and the expertise involved in the field offaircraft development.
As a leading design institute, Institute 601 was responsible for aircraft design and technical coordination, and it had successively sent hundreds of its staff to Shenyang Aircraft Corporation's production and flying team to cooperatively manage the various problems associated with production.
In a[classified]month of 1998,Model 1 Fighter jet successfully took off. In 2000,Shenyang Aircraft Corporation took delivery of a[classified]number offaircraft, and in a[classified]month of 2000,all static ground tests were completed, marking the success of the Sino-Russian factory production line of the Su-27,and further the production line was completely ready to commence.
Only truly modern business managers have the vision of keen insight, scientific foresight and thinking ahead of the curve.
As for the development unit of a fighter jet, whether or not they have the ability to observe and aim for the world's most modern aviation technology will determine if they are able to catch up with others in the face of fierce competition. When Luo Yang was appointed the Party Committee Secretary of Institute 601,he considered“domestication”as a critical objective and important phase for the[CLASSIFIED]project.In Luo Yang's mind only a truly implemented localized programme for the world's most advanced fighter jets would allow us to grasp the core technology of the aircraft.It is only when we grasp the true technology that the aircraft will be our own.
At this moment Luo Yang felt a greater pressure in comparison with the opening of previous production lines. According to the contractual agreement, Russia had strict controls on the use of the design materials and also on original design materials.Under these conditions, grasping a design initiative would require that the technological designs of the Su-27 be thoroughly absorbed, so that not only the“what”was known but also the“why”.Only once both were known, could fundamental inferences be made on future designs.
In August of 2000,the Evaluation Conference on the Technological Programme of Su-27's Localization and Coordinating Conference on End Products were held in Institute 601. At this point, the[CLASSIFIED]Project domestic research went into full swing, and during this time many people recalled that the lights at the design and materials offices were on all night, as people worked late for days at a time in Institute 601.
Luo Yang said to the Chief Engineer of[CLASSIFIED]Project, Academician Li Ming,“In that year, our first Director Liu Hongzhi would say often to Xu Shunshou, Huang Zhiqian and other experts that‘I was the Director of Conditions, as I create the conditions to ensure your work. But in order to really produce an aircraft I must rely on all of you.'Today, I am also your‘Secretary of Conditions',and the Party Committee will do its utmost to create the best possible conditions for you.”
All thought that as“Secretary of Conditions”,Luo Yang was extremely prepared and very qualified for the job. After three years of hard work, in December of 2003,the[CLASSIFIED]Model successfully undertook its maiden flight.
From the introduction and licensed departmental production of the Su-27 aircraft, to the establishment of the[CLASSIFIED]Model aircraft production line and“localization”of development into the[CLASSIFIED]series, to the national implementation of the development and production of the second generation fighter jet, and subsequent leap forwards to the development and production of the third generation[CLASSIFIED]aircraft series, this process completed an era of technological and production upgrades, and cultivated entire generations of professional parsonnel.
At the end of 2001,Li Ming had left office of the Chief Designer at Institute 601,and by the end of 2003,Sun Cong was appointed as the Chief Designer of the[CLASSIFIED]J series. The design of this aircraft was completed by 2006,and in 2008 achieved the National Defense Scientific and Technological Progress Award.In 2010,the development of the turbofan engine used in both the[CLASSIFIED]Model and the“Taihang”were further awarded the National Scientific and Technological Progress Award.
The aviation community often uses“generation”to describe a process of advancement, and a generation is typically equivalent to 10 to 15 years. The year 2000 marked the key period whereby the nation underwent“second to third generation”transformation.Grasping this opportunity would quickly reduce the gap between our country and Western developed countries, however, once losing this opportunity would cause the gap to widen.
Luo Yang had his own opinions on how to absorb the world's most advanced science and technology, and uses the analogy of preparing and eating dumplings as an example. He said,“We learn advanced science and technology just as we prepare and eat dumplings.It starts with planting the wheat crops, then grinding down the flour, flattening, rolling and then crafting the exterior.Of course you can also go out and directly buy pre-rolled dumpling wrappers if you don't want to prepare them this way, or with even less trouble you can buy quick-frozen dumplings too.If we start by planting wheat, although the process will be enjoyable, it will take too long, so that just as we arrive at the finishing line with our own hard earned and developed third generation in hand, because of the time that it took to succeed, our team had to move on as militaries could not wait for us.Buying quick-frozen dumplings is fast, but we loose the fun of the process involved.Just in the same way, if we go out and buy someone else's modern aircraft, yes it will be good, and will be fast, but it will not be our own.Buying our own dumpling wrappers to craft and shape, will not only save us time, but will also allow us to enjoy the process.Accordingly, under the quickly developing aviation technology of the day, we do not necessarily need to start by‘planting our own wheat',and it would be completely acceptable to start by standing on the shoulders of giants, rapidly entering the process and developing at a high level.”
