At this time, Luo Yang's career path turned once again. In July of 2002 he received a transfer order from Institute 601 to Shenyang Aviation Corporation Party Committee Secretary.As Institute 601 and Shenyang Aviation Corporation operate at the same level, this was a horizontal transfer order.The relevant department of the higher authorities believed that as the industry leader in aviation enterprise, Shenyang Aviation Corporation required a Party Committee Secretary that could comprehensively grasp the overall situation, and would be able to simultaneously take into account the aircraft plant, as well as the institute's requirement for the exchange and integration of talent.Some thought that this horizontal transfer out instead of promotion was not suitable for such an excellent cadre as Luo Yang, and that he had not been transferred up the chain of command meant that he was losing out.
Luo Yang himself thought nothing of this talk, and in these few years was used to obeying the orders of the higher authorities in transfer promotions.
Luo Yang did not inform neither Shenyang Aircraft Corporation or Institute 601 on the day of his appointment, nor did he want to arrange a pick-up, and instead decided to walk from Institute 601 to Shenyang Aircraft Corporation. This was a road he was most familiar with, and had walked along many times before as a designer to go to work in Shenyang Aircraft Corporation, and as a leader of Institute 601 heading to participate in coordinating meetings.Today, as he walked along the 6-kilometre road, lined thickly on both sides with waving willow trees and straight poplars, and birds flying overhead, Luo Yang's heart was full of sunshine.
Just as Luo Yang was stepping out early that morning, his wife Wang Xili said to him，“The new Comrade Secretary has been instated into his new office, but he does not dress up for the occasion?”
Luo Yang turned and replied，“Should I dress up?Should I wear a suit, tie and leather shoes?”
Wang Xili said，“No need for the suit and shoes, but at least you could change into some new clothes?”
Luo Yang looked at his clothes for a moment, then asked，“Isn't this jacket good enough?”
Wang Xili sighed，“A jacket you wear three seasons of the year！As a person in charge of the large enterprise of the nation, how can you have no sense for fashion！When it comes to producing aircraft, you are diligent down to the last screw, and won't miss a single rubber seal, yet you dress so casually. We should at least have some decent clothing.Aren't you worried that people might gossip?That behind closed doors they may say，‘Isn't Luo Yang's wife strict, not even allowing her husband to buy new clothes！'”
Luo Yang had always worn a black electronic Casio watch on his wrist with a black canvas wrist strap. Even after a long time, when white threads started to show on the wrist strap, Luo Yang simply used a black pen to colour them in, and kept on wearing it.His driver urged him to throw it out, asking，“Who wears watches like that anymore?and there were better watches to suit your identity.”Luo Yang had his own opinions though，“Isn't a watch used to tell the time?What's the point of pursuing different styles in that！And as for my identity, I am no more than a common worker.”Later, the wrist strap broke, so Luo Yang found a steel one to replace it, and simply kept on wearing it.
Luo Yang's outfits would often be a point of conflict between himself and his wife. Luo Yang lived an extremely simple lifestyle, and took no interest at all in dressing up.Wang Xili was conversely very particular about outfits, and sometimes Luo Yang could not help but to say he could only“accept what his wife has said about him, and that he will never change”.
As he left on that day he turned to her and smiled, saying，“Do not worry, when I make it into the newspaper ads I will declare that My dress sense is purely my own hobby, and has nothing to do with my wife！”
Wang Lixi saw that it was a lost cause, and sighed，“Oh you……”
This was no show, for simplicity had become a way of life for Luo Yang. It was not that he did not enjoy himself, nor that he did not love living well, but rather that he had greater ambitions than these pursuits ofileisure！
It is said，“A new official likes to rush through an institute like fire.”
On his appointment, Luo Yang did not even pick up a match. He didn't like to learn about working units by just reading reports.
He would often say，“You must go and see by yourself and hold the material in your own hands.”
Entering the plant on the second day, Luo Yang chatted with the Plant Office Head, and found several experienced employees to walk together with them.
As they walked and talked, they opened the heavy door of history behind the place.
The Shenyang Aircraft Corporation can be traced back to 1930，when the Northeast Army Commander-in-chief Zhang Xueliang ordered the construction of Beiling Airport. After the“September 18th Incident”，and the subsequent Japanese invasion of the Beiling airport site, factories and military aircraft repair and small aircraft assembly buildings were constructed.In November 1948，after the liberation of Shenyang, the Northeast People's Liberation Army's Aviation School received the Beiling airport site, which had suffered much destruction during the war.On these foundations they established the Number Five Plant, recalled the dispersed workers and began to repair the plant and aircraft here.
After the outbreak of the Korean War, the National Air Force flew Division 4's Regiment 10 to the front line of Andong airports, and the plants thus became rear bases for the Volunteer Air Force. At this time, the Soviet Union approved a dispatch of parts for over 100 MiG-15 jet fighters, which then arrived to the plants, and immediately began aircraft assembly.The 28th Air Force Brigade's Captain Li Han was the first to shoot down US imperialist F-82 aircraft by piloting the Mig-15 assembled by the plant；and fighter pilot Wang Hai shot down nine enemies and the plane he flew was afterwards known as the“Aircraft of Triumph”.
In aerial combat, fighter jets are equipped with full tanks of fuel that are detachable, so that when entering a combat situation, on enemy contact the pilot is able to jettison the fuel tank to increase the aircraft's speed and maneuver ability. Due to the stresses of wartime, there was a large consumption offaircraft mounted fuel tanks in this way.On the 21st of December 1950，Air Force Commander Liu Yalou and PLA Commander-in-chief Zhu De together arrived to the plant, and required that within three months the plant would produce 3，000 of these fuel tanks.
A retired old plant worker Bai Yunpeng pointed to an open space next to the runway and said，“There was a processing plant over there where we worked. When the Japanese surrendered, the Soviet Red Army carried away a lot of the machinery and equipment, and later the Kuomintang approved the reselling of supplies from the plant.I remember that day I was by the door of the workshop, when Commander-in-chief Zhu said to us，‘Fellow workers.We need your help.The front line volunteer aircraft pilots are awaiting your fuel tanks.Without fuel tanks, the fighter will not be able to fly far.'At that time, we had neither the design plans nor special tools, and all of the factory craftsmen came all together, and built the fuel cells with the sheer effort oflour hands.'”
Luo Yang said to him，“I've seen material showing that the Soviet jet fuel tanks were developed using aluminum. At that time our workers did not have aluminum, and used tinplate.”
Bai Yunpeng nodded his head, saying，“Party Secretary, you are correct. At that time we had just undergone liberation and the plants were still a mess！They were just ruined, so how could we come up with aluminum all of a sudden?The workers used their brains to think of a way around this, they tested the replacement material of tinplat, and that was what was used.The plants used the slogan of‘everything to the frontline'，and would work nonstop around the clock.At that time public electricity was not common, and so during the night when the electricity was cut off we would light oil lamps and candles and keep on working.I remember the plant having very little money, and was unable to pay us salaries, instead providing sorghums and cornmeal.But we would not complain.We delivered over 3，000 fuel tanks in time, rescuing the needs of the front line.By May of 1951，we had produced almost 10，000 fuel tanks.”
Luo Yang urged，“It was a true miracle that the Chinese Aviation workers could develop tinplate fuel tanks, and was completely unique in the entire history of aviation.”
The Plant Office Head took Luo Yang and the others to the front of the assembly shop, where one of the old worker named Dang Weifa said，“Afterwards, as the frontline grew ever closer, aircraft repair become a more and more important mission. At around the time of International Labour Day in 1951，we rented a Soviet's repair train which later parked in the assembly shop, along with Soviet technicians.”Under the guidance of Soviet experts, the technicians and workers within the Number Five Plant were quickly able to grasp the repair and spare manufactured parts technology that they had delivered, and in total 38 aircraft and 105 engines were repaired.By the end of the Korean War, the Volunteer Air Force had an acclaimed record：shot down over 330 enemy planes and damaged an additional 95.
On the 26th of April 1951，the Air Force transferred ownership of the plant to the Ministry of Heavy Industry's Aviation Administration, and on the 29th of June in the same year, the Ministry of Heavy Industry Aviation Administration's State-owned Factory 112（now known as Shenyang Aircraft Corporation）opened on the base of the Number Five plant, in doing so China opened a new chapter in the history of its aviation industry.
From the burning passion of those years, the aviation industry pioneers of the Republic stepped out and embarked on a blazing path forwards into the distance.
Luo Yang was an important and spirited pioneer on the new path of the history of Shenyang Aircraft Corporation.
In the exhibition gallery of the corporation, Luoyang stopped before a photo titled Jin Family Photo, underneath captioned“Jin Lianzuo and four generations, or 24 family members of the Jin family have worked for a total accumulated period of 600 years for Shenyang Aviation Corporation.”
“I didn't know that our corporation had employed such a family before！”Luo Yang said approvingly as he looked at the photograph. He said to the Plant Office Head，“Let's call on the Jin Family！”
This was indeed a family of significant contribution, and a family that would be able to write down much of the historical development of Shenyang Aircraft Corporation.
Jin Lianzuo was the first generation of the Jin Family, and joined the plant in the year that Zhang Xueliang constructed the Beiling airport. After the Japanese had occupied Shenyang, the site was named the“Manchurian Aviation Corporation”，and later“Manchurian Aircraft Manufacturing Corporation”.At the time the plant had over 1，000 workers, and over 70%of those were Japanese.They controlled the key technology used for aircraft repair, and kept the information strictly confidential and away from the workers.The Chinese workers were only able to scrape out a living during that time, and were often targets oftendless insult and derision by the Japanese.Jin Lianzuo and the other workers were thoroughly unsatisfied by the rules of the Japanese, and as a form of resistance they would secretly slacken off and break the tools.
During the liberation of Shenyang, Jin Lianzuo and his eldest daughter joined as the first wave oftentrepreneurs at the plant.
Now the elderly Jin Lianzuo lives together with his third son, Jin Baolin.
Arriving to Jin Baolin's house, Luo Yang grasped his father Jin Lianzuo's hand, and said graciously，“Elder man, I have come to see you, as you are one of the old heroes of Shenyang Aircraft Corporation.”
With a stooped back and silver beard, the 91 years old Jin Lianzuo was full of spirit and warmth. He said，“I have seen you before in the Plant's Magazine！You are our new Party Secretary Luo.”
Jin Baolin said，“Aside from some hearing trouble, my father is quite healthy. He also pays attention to matters happening at the plant, and reads the weekly articles sent out.”
Luo Yang carefully inspected the awards hanging on the wall that the elderly man had been presented with over various periods in the past. During the 50's and 60's he was a respected and most high level clamp fitter, and when the assembly shop came across a difficult problem, it would always be solved in his hands.At one time, after resolving an oil pump leakage on the J-6 jet, the plant awarded him what was at the time a very rare“Three 5's”brand bracketed clock along with two novels；Tracks in the Snowforest and Brigade Behind Enemy Lines.What filled the old man most with pride however was that, fighting for the glory of his nation and as the champion of his class, he participated personally in the assembly of China's first domestically developed jet propelled fighter jet, the J-5，which took its maiden flight in 1956，and was subsequently approved for batch production.He was a dedicated and hard working individual, and worked on the front line of production up until his retirement in 1972.
The elderly man swelled with pride during the Party Secretary's house call, and he excitedly said，“Secretary Luo, in 1958 I even met Chairman Mao！It was on a snowing day, the 13th of February 1958，and a day I will never forget for the rest of my life. The Party Secretary at that time, Lv Hongan, along with the Plant Leader, Niu Yinguan accompanied Chairman Mao, who wore a silver grey overcoat as he walked into the assembly shop.He looked at the slogan we had written on our blackboard Everyone should wear a mask；fresh wind should be blown through every house, and asked the Plant Leader what that meant.The plant leader replied that it was to prevent us from catching a cold.On hearing this, he laughed out with‘Stopping the common cold！Very good！'He looked at the scrap exhibition room inside the assembly shop, and advised that the Plant Leader should be working to improve production quality.Walking back through the assembly room after the official visit, Chairman Mao touched the radiator and asked the workers around him‘Are the workshops warm enough?'We replied with enthusiasm‘Chairman Mao, we are not cold！'He laughed with happiness and couldn't help but to move forwards and wave hands towards the workers.”
Jin Baolin told Luo Yang，“My elder sister Jin Xiuju, worked at the plant for 11 years, and in 1959 she was assigned to Xi'an Aircraft Factory to support construction of the‘Third Front.'Most oflour generation entered the factories in the 50's and 60's. Our children entered as the next generation in the 80's and 90's.”
Luo Yang asked，“So those of your family that enter now would be the fourth generation?”
“Yes, my great granddaughter is the fourth generation. Last year she entered the corporation, and is currently working on the assembly line.”
Luo Yang was now quite unable to control his emotion，“Shenyang Aircraft Corporation is indeed the home of the heroic house of the Jin！For the construction, and development of the corporation over half a century, the Jin Family have worked humbly, pursuing wisdom and quietly dedicating themselves. One can say that every eagle that has flown out from Shenyang Aircraft Corporation has known the sweat of the Jin's.One can also say that, only through the work of countless employees such as yourself are we here today with Shenyang Aircraft Corporation.You are the glory oflour corporation, and the pride of us all！”
When it was time to depart, Luo Yang again took Jin Lianzuo's hand and said，“Elder man, please take care of yourself, and when it is convenient for yourself you are welcomed to come down to the plant to visit. I will join you on your visit.”
The old man replied，“I will, I will！”
Leaving the Jin Family home, Luo Yang visited some of the other households in the area that were experiencing some financial hardship. The Trade Union Chairman took Luo Yang to a dilapidated small house where he looked around at the empty home, and found that apart from a bed, a table, a cabinet and a small coal stove, the household had no other furniture.
This was the household of the corporation's Surface Treatment Plant worker Liu Xingyan. Owing to schizophrenia he had been unable to work for a long period.Living with him was his wife Kang Guiru, a woman from the countryside and their son, who suffered from congenital mental retardation.
As Liu Xinyan sat on the bed with no expression, Luo Yang asked his wife，“How many years has Mr. Liu been ill for?”
“It's been about seven years now.”
Luo Yang asked，“How does your family get by?”
Kang Guiru grimaced at this, then saying，“My husband is provided with some labour benefits, and the Trade Union will provide some hardship contributions during national holidays and festivals.”
“And what about medicine?”
“Some of the medicines can be reimbursed, and for those that aren't reimbursed, we simply do not take them.”
“And why does your son not attend school?”
“He cannot even count to ten, where would they accept him?”
Luo Yang took the child to his side, and said to himself，“If the boy doesn't attend school, what will become of him?”
Luo Yang furrowed his brow, then said gently to Kang Guiru，“Mr. Liu and your child are both ill, and everybody feels for your situation.I have seen situations like your families before.You must hold on, and believe that neither the Party nor the government will ever disregard you.We will help you to overcome this difficult situation.”
Kang Guiru nodded, and with much strength in her voice she said，“Thanks to the Corporation, and thanks to the leaders！”
Leaving Liu Xingyan's household, Lou Yang felt a heavy weight on his mind, as he said to the Trade Union Chairman，“I never thought that the conditions of some oflour workers were so difficult. I am quite worried about this, and feel that we must do something to solve the problem.How about this, first we find part-time employment such as a cleaning staff position for Kang Guiru, and by doing so provide her with stable work and a steady monthly income.Under these exceptional circumstances, this should allow the family to solve their problems of access to health-care and medicines.”After a moment, Luo Yang urged，“Starting today, yourself and the Trade Union should focus on assisting this family.You should carefully reassess how many households here are under difficult circumstances.As a large state-owned enterprise we must pay attention to the hardships of all oflour workers, and not allow a single one to fall into cold or hunger！”
A week after Luo Yang visited Liu Xingyan, Kang Guiru was employed at the Surface Treatment Plant as a cleaning staff by earning almost 1，000 RMB a month. Liu Xingyan's medical expenses are also being implemented.During the Spring Festival, Luo Yang would personally come to the household to pay a friendly visit, and aside from sending the traditional gifts of rice, flour and oil, he would provide over 1，000 RMB to the family as a gift.One year during Luo Yang's annual visit, he saw that Kang Guiru and her son were wearing insubstantial clothing, and immediately went out and bought two new cotton fleece's for both the mother and son.After 10 years, Liu Xingyan's son was a 20 year old that had been assigned into the green team of the Surface Treatment Plant, and as a cleaner he also worked to overcome the family's hardships.Luo Yang's words were not empty, and he did not break his promise on them.He helped this family for a full 10 years.
After those 10 years, Kang Guiru still remembered the amicable and kind eyes of Luo Yang, like rays of sun light penetrated to her heart and filled her with warmth for ten whole years……
Shenyang Aircraft Corporation, a state-owned enterprise with a workforce of 16，000 took flight into the endless sky like a giant bird. Reform, reorganization and labour division weighed down on its wings.
During noon of one day as Luo Yang entered his office, his secretary rushed distressedly in and told him，“It's terrible！Several students at the technical school want to jump off the building！”
Luo Yang was startled，“What?”
The secretary continued，“I just took a phone call from the students, saying that there are students on the roof about to jump！”
Luo Yang's eyebrows knitted together as he said，“Inform the people responsible in the relevant departments to immediately go to the technical school.”
Luo Yang travelled at fast as he could to the school, and on arrival saw many people circling the building, their heads tilted up to the roof. Some were shouting up，“Young children, do not jump, please do not jump！”
The worried School Principal was covered with sweat and extremely anxious and he turned to Luo Yang as though Luo was the saviour, telling him what had happened. Previously the students of the technical school were allocated directly into the corporation after graduation as workers, however from this year the allocation policy had changed to select for employment on the basis of one's qualification, and of 70 students only half would be admitted into the plant, the others having to find employment out in the society.The school worked a lot on this, but some of the students and their families did not agree with the policy, though even after a few days of unrest nobody had expected that several students would climb onto the roof and threaten，“Without allocation, we will jump！”……
Luo Yang said to the Principal，“The top priority is to ensure the safety of the students on the roof. Find someone immediately to climb up to the roof and stabilize the emotions of the students.Tell them that Secretary Luo Yang from the corporation has arrived to help them solve the problem, and that they only need to come down to see me.After that, inform the parents below to send their representatives, and that I will listen to their opinions.”
Luo Yang entered the school meeting hall, and the informed students and parent representatives quickly arrived.
On seeing Luo Yang, they were quite agitated, and loudly questioned，“Secretary Luo, what has changed from the past to stop allocation this year?”
“We are all the children of Shenyang Aircraft Corporation, why are you giving up on us?”
“We are out of work, and are feeling the hardship！”
“The allocation is probably rigged！”
“Secretary Luo, if we were your children, would you do something about it?”
Luo Yang listened intently with a small smile.
Once everybody had finished with what they had had to say, Luo Yang said，“Colleagues, students and friends. Please calm yourselves with a drink of water, I have come here especially to solve your problems.”
On hearing that the Secretary specifically came to solve their problems, everybody calmed down somewhat.
Luo Yang then asked one of the workers，“Master Gao, what year did you enter the plant?”
“1980.”
Luo Yang said，“Oh, and you have worked for over 20 years. Do you remember the factory conditions when you arrived?”
Worker Gao said，“You couldn't say the conditions were good, mentioning that year makes me feel upset. It was bad luck that I had entered the plant that year, as business had taken an exceptional downturn and the aircraft plant could not build more than a few aircraft in a year, and the only way that the corporation could feed the plant workers was to sell civilians good.I remember that year we produced“Songling”washing machines, and the edge finders of sewing machines……”
Someone interjected from the side，“And also the aluminum steamer for buns.”
Gao said，“Only in the past few years has the Corporation slowly been able to return to it's intended path”.
Luo Yang responded，“Yes, the national development oflour military enterprises has been through the backing of the development of national defense. I came to Institute 601 in 1982，when the situation was more or less the same, and the wage was even too low to pay for food supplies.Many people could not ensure this, and left as a result.Shenyang Aircraft Corporation has undergone big development in recent years, even corporation with the other fellow enterprises.Shenyang Aircraft Corporation is now in a period of change, and this also involves the allocation of technical school graduates.You are all children of the Corporation, and your parents have also contributed to the development of Shenyang Aircraft Corporation.We have all heard about the‘Jin family'story, where four generations and over 20 individuals of the Jin family have worked with Shenyang Aircraft Corporation.Last week I took a special visit to see Master Jin Lianzuo, our old hero！The Jin family does indeed see Shenyang Aircraft Corporation as their own home.”
At this point someone interjected with“Secretary, we also want to take the Corporation as our home, but it doesn't want us！”
Luo Yang said amicably，“What do you mean?”
“Once our children graduate from the technical school, we want to send them all to the Corporation to work, but due to the Corporation refusing them without allocation, they are being thrown out to the society.”
“You cannot say that they are being refused, and it is even worse to say that they are being thrown to society.”Luo Yang continued with a smile，“I will tell everybody the situation；we currently have 16，000 employees, and over 10，000 retired pensioners. Our enterprise has a heavy responsibility because of this, and it is even struggling to pay the wages of its workers.If the Corporation was a war chariot, currently we would all be tying ourselves up onto it, bringing with ourselves even more weight, to slow it down and drag it to a stop.Or should we release it from our ropes to move forward more easily?If we do not reform, then we cannot reorganize, and the enterprise will be dragged to a stop.Through reform, reorganization is brought to involve the benefit of some workers and the redundancy of others, the transfer of more still, others will join the waiting list and some will be retiring too.That the technical school is not being allowed to allocate this year is due to the business realities of the enterprise, and I hope that the parents can understand these hardships the enterprise is going through, and that we can work together to hold out through this difficult period.”
One of the parents said，“How unlucky our children are, that allocation did once exist, and now that it's their turn, there is no option.”
Luo Yang confided to them，“I have a child too, and I am also a father. What parent does not concern themselves over their children's education and employment prospects?Who doesn't want to find a job for their own child?However, I recommend that the parents expand their vision, and look further.Do not focus only on Shenyang Aircraft Corporation.You must encourage your children to bravely break into this vast society and to compete！As for the selection of the 35 students, we will choose according to a process that is open, just and fair.”
Someone spoke up，“And what if some of them enter through a back door?”
Luo Yang said，“I don't think that will happen.”
“Secretary Luo, just because you say it doesn't mean it won't happen, our society works in just such a way.”
Luo Yang stood up, and solemnly declared，“I welcome all to monitor the process. If there is the belief that some may enter through the back door, they can call the phone in my office, or come to find me directly, and we will find and investigate them, one after another.What do we think about this?”
“Yes, we will listen to the Secretary！”
Standing before these reasonable workers, Luo Yang said with emotion，“I must thank you all for your understanding of Shenyang Aircraft Corporation, and also thank you for your trust in me. I have not been at Shenyang Aircraft Corporation for a long time, but I already feel the very exemplary teamwork of the company.Before me I see that our first mission is to do a good job of reform and innovation, to allow the enterprise to quickly develop in a healthy way.I also want to tell everyone that as for the 35 students that do not enter the Corporation, if you were to wait for a few years for the Corporation to develop and require more workers, you are welcome to return.At that time, we can bring back those that have learned the skills to serve Shenyang Aircraft Corporation！”
The crowd burst out with enthusiastic applause.
Luo Yang felt the trust and strength in him that was brought about by the clapping crowd.
At the same time, he felt also the increased pressure and responsibility brought about by his position as a Party Secretary.
